Context and Card Design: “Mirrodin was Not Ideal”

Sets and cards should not be designed in a vacuum. If you saw an amateur designer post Arcbound Ravager, for example, on a forum, would you call it broken, format defining, and worthy of meeting the banhammer? Probably not. It earned its strength because of the way Wizards pushed an environment in which it would dominate. On the other end of the spectrum, in the same format, take Shatter. While Shatter is normally a very late pick (and for good reason!) while its brother Terror is first-pickable in most cases, that order was reversed for Mirrodin- Shatter rose to the top and Terror took a plunge to the bottom. Why? Because of the environment in which they were in.
