Arcanist’s Wand Mana2
Artifact
Imprint - Mana2Manax, Tap: You may remove a card with converted splice onto arcane cost X in your hand from the game.
(That card is imprinted on this artifact.)
Whenever you play an arcane spell, splice all cards imprinted on Arcanist’s Wand onto that spell.
Looks cool...but there are some problems. Obviously, Psychic Puppetry could get a little out of hand, particularly if you get that and Evermind going to untap lands and draw tons of cards every time you play a spell.

And, unfortunately, it gets kinda broken with something like Torrent of Stone, which has a non-mana splice cost and is free to imprint onto your toy. Same deal with Horobi's Whisper. That's definitely too good. All you'd have to do for the rest of the game is play random arcane spells, and each one would have a free "Wrath you" tacked onto it.
I don't think you can imprint a card with a nonmana splice cost onto this because, while X is an undefinded mana cost, it still necessetates an actual mana cost, whereas Whisper and Torrent don't have them at all, not even one of Mana0. Correct me if I'm wrong.
You're wrong guy, for the same reason Lotus Bloom and Evermind still have a converted mana cost of 0.

oh yeah, i forgot, it used to be that way.
...no, cards with no mana cost have always had converted mana cost 0.
actually, no. that was a change made specifically for Suspend. before that, the had nonexistent mana costs.
No, guy. The only rule that was changed with suspend was from "spells with nonexistent mana costs can't be played" to "nonexistent mana costs can't be paid". However, Evermind (as the first spell with an intentionally nonexistent mana cost) has always had a converted mana cost of 0.
no. it didn't.
Well, this is going to be fruitless I can see. It doesn't matter any more anyway, so you just keep on thinking what you want to ^.=.^

EDIT: To settle it, here's proof, lifted straight from the Saviours of Kamigawa FAQ. It was last modified on May 17, 2005, long before Time Spiral and its suspend shenanigans and rules changing came by.
Quote:* If an effect needs to know the mana cost of Evermind, the mana cost is treated as 0. The converted mana cost is also treated as 0.

Thank you.
