He means that it is worded wrong...if you can word it correctly, it would be doable.
The reason it isn't doable is because there's no time for abilities to trigger before the untap. The first chance abilities get to go on the stack in a turn is during the upkeep.
what you want is something like:
Players skip their untap step.
At the beginning of each players upkeep they must choose to draw a card or untap all permanents they control.
not exactly sure how to word the "do it again at end of combat" part
Players skip their untap step.
Players skip their draw step.
At the beginning of each players upkeep, that player chooses to either draw a card or untap all permanents he or she controls.
At the beginning of each players second main phase, if that player drew a card during their upkeep, they may draw a card. If that player did not, that player untaps all permanents he or she controls.
...still wrong, but a little bit better. I am no rules expert.
