As ~ comes into play, choose an opponent. That opponent chooses a number.
At the end of the chosen opponent's turn, ~ deals 2 damage to that player unless that player has exactly the chosen number of cards in his or her hand.
The name is odd, but the card seems balanced to me. Most often it'll deal its 2 damage, but that's not overpowered to me.
Now that I've finished Stormbind, I'm working on a new block, set inside one massive castle. To help reinforce that flavour, I've made a few "torture" artifacts in the same vein as The Rack, Black Vise, and Thumbscrews. The Scavenger's Daughter is an old torture implement, so that's where the name comes from.
