Yes, it needs to say "exactly" If it didn't, not only would you assume it means "at least" - that's what it would mean.

I dunno, I mean if you had it deal 2 damage to target creature with 3 toughness, that would definitely be interpreted as "exactly 3" toughness...
Oddly enough, I think that the difference between spelling out a number and writing it numerically causes players to interpret differently the precision of the measurement. So 3 life means exactly that, no more, no less. But three cards might be interpreted as "at least three"...

In any case, as I said, it needs to say "exactly" or it would actually mean otherwise and work differently to how I want it.

In any case, I like this quite a bit. I maked a card like this, but it did X damage.
